As of 9/30/2008 the US Congress has run up a debt – funded and unfunded – of $55 trillion. Most of this debt is “entitlement debt” – Social Security and Medicare. When our entire Federal budget is only $3 trillion you understand why the kids know Social Security and Medicare won’t be there when they retire. If I recall correctly, 1958 is the first year that Congress voted to remove funds from Social Security and put it into the General Fund for Congress to spend.

From what I understand, Congress’s “logic” at that time was that there was so much money in Social Security Fund that it would never run out / be used up for the purpose it was intended / set aside for.
